Buildings & Industry

Public Sector Taking the Lead in Environmental Sustainability (PSTLES) is a long-term stand in resource efficiency and environmental sustainability measures.

It aims to incorporate energy efficiency.

  • Reduction in water and energy bills

  • Improvement in indoor environmental quality for healthy living

  • Reduction in potential negative impact on the environment

  1. Own central chilled water plants

  2. Have a total air-conditioned floor area that is greater than 10,000 sq. metres.

energy audits (energy checks) are to be carried out

for public sector buildings that fulfil the following

requirements:

energy audits carried out are expected to:

  1. Achieve a better understanding of the energy performance of the buildings.

  2. To achieve a C.O.P (Co-efficient of Performance) of 5.4 or better.

  3. Identify measures to improve energy efficiency.

Energy-efficient buildings will enjoy a significantly smaller operation costs in comparison to normal buildings. This is because energy cost makes up the largest portion of a building's operation costs.

In Singapore, the public sector has taken the lead in energy efficiency. Under the PSTLES programme, existing public buildings are retrofitted in order to be more energy efficient. This serves as a good example for the private sector, who will soon follow in these steps as they witness the environmental and economic benefits of energy-efficient buildings.

  1. This ensures that less energy is required to bring the temperature down

  2. In perspective, every 1°C increase saves approximately 3% of electricity cost in air-conditioning systems

for all buildings, air-conditioned areas are kept

at 24 degrees celcius or higher.

Ensure that their Facility Operation Managers (FOMs) undergo relevant energy management training to assure that they are properly trained to best improve energy-efficiency.

Singapore Post Centre

  1. Efficiency of chiller plant system improved from 1.1kW/RT to 0.6kW/RT.

  2. Existing chillers replaced with more efficient ones + use of variable speed drives in pumps and cooling towers.

  3. Annual energy savings 5000 MWh.

Successes

benefits of enMS

  • Allows an organisation to better manage and improve their energy usage and performance, using data and informationallows public and private organisations to incorporate energy performance and management practices into their operations

  • Allows companies to facilitate continuous improvement and process optimisation, so they are one step ahead of other companiesHaving an EnMS, especially one that is certified to have complied with ISO 50001 standards,

  • Allows companies to send a strong message of their corporate social responsibility to the community and customers.

Parkway Parade

  1. Chillers, pumps and cooling towers replaced with more efficient ones.

  2. Management system installed to control the chiller system properly.

  3. Annual energy savings 1700 MWh.

  • launched in January 2005

  • drive Singapore's construction sector towards more environment-friendly buildings

  • further sustainability in built environments

  • raise environmental awareness among developers, designers and builders when conceptualising, designing, and constructing their buildings.

what is the bca

green mark scheme?

energy

management systems (EnMS)

  • To monitor, control and conserve energy usage in a building or organisation

  • To identify and reduce unnecessary energy use, thus increasing the overall energy efficiency of buildings or organisations

how can companies help to improve energy efficiency?

Electricity costs per month

  1. Replace the cooling system of package units and chillers with water-cooled ones, as opposed to the conventional air-cooled system. For example, an air-conditioning system producing an average of 200 tons of chilled water a day will save $20,000 in electricity cost monthly as compared to an air-cooled one.

  2. Use high-efficiency motors for pumps, fans & compressors

  3. Select chillers, pumps, fans, motors of appropriate sizes to fit load requirements.

  4. Use good quality thermostat/sensors and locate to reflect true space temperature.

Hot Water System

1. Choose heat pumps over boilers to produce hot water

2. Use solar water heaters to boost existing heatersInstall a timer to turn storage hot water systems off after usage

3. Size unit to match the requirements of the hot water demand

hot water system

  1. Remove excessive lighting by reducing total lamp wattage.

  2. Use energy efficient lamps.

  3. Use motion sensors for lighting and ventilation fans in common areas (e.g. common toilets, corridors, stairwells).

  4. Install timers and dimmers for office lightings.

  5. Make use of natural light where possible.

lightings

  1. Turn equipment off when not in use and at the end of the day.

  2. Make it mandatory to purchase only energy-efficient equipments.

office equipment

  1. Use natural ventilation where possible.

  2. Install fans of appropriate sizes and select high-efficiency motors.

  3. Install occupancy sensors (adjusts the amount of ventilation required in different situations).
